About Ray

  Ray and his wife have been full-time residents of Incline Village since 2007. (For regular visitors to the Village Green dog park Ray is also better known as "Timber's Dad"!).

For the past 2 years he has been a member and Chair of the IVGID Audit Committee, actively working to improve IVGID’s financial reporting and procedures to provide consistency and transparency to enable clear visibility of our finances and expenditures.

His professional career includes extensive experience in the Utilities sector including Operations, Mergers and Acquisitions, Customer Service and Capital Investment Strategy with an international Utility Company. In recent years he has delivered consulting services and management audits both through his Company, Munro Tulloch, and for several large consulting and accounting firms including Price Waterhouse Coopers where he was a Director.

Ray is an active Masters ski racer and President of Far West Masters Ski Racing. He is also a coach for the Masters ski racing program at Palisades Tahoe.  

 Why I am running for Trustee



In my professional career I have focused on identification and implementation of business and technology solutions which improve both customer service and operational efficiency.   A key element of success in this area is my passion for improved performance and sustainable value for all stakeholders – Customers, Taxpayers and Employees - over the longer term.   


IVGID and our community  face a future where a very significant level of investment is proposed both for  the Utility – for the essential replacement of the effluent pipeline - and for facilities during the next 5 years. Funding this will necessitate raising bonds potentially in excess of $50m. 
This will significantly impact both utility rates and our recreation fees.  


We  also see a significant increase in visitors which increase pressure on our beaches and venues to a degree where overcrowding  makes it more difficult for our community to access the facilities they have invested in.


In recent years there have been a number of issues requiring restatements of our financial reporting.  We have also seen on several occasions limited oversight or scrutiny of proposed expenditures and multi- million dollar projects being approved by a board majority with minimal discussion or review of potential alternatives. 


It is essential that we have knowledgeable and accountable Board leadership, stewardship and oversight to:


  • minimize the cost impacts
  • ensure investment in and support of facilities is primarily for the benefit of residents
  • obtain maximum value from our investments
  • provide assurance that our beaches and facilities remain accessible to residents rather than being overcrowded by visitors
  • ensure a fiscally responsible and sustainable future for our community


It is equally critical that all stakeholders of our Community have a voice and input to this process not just special interest groups.

 

I bring the necessary experience and expertise to support these goals for the benefit of the Community as a whole.  I am truly independent and committed to listening to input from all of the community and stakeholders.  I will continue to ask the difficult questions that must be asked and will support the necessary actions to ensure we deliver long term value for our community, not just short term fixes.   I believe I have very clearly demonstrated this approach in my time on the Audit Committee.  I ask for your support and vote to ensure a long term  sustainable future for our community from a Board that is committed to providing the necessary leadership, oversight  and governance.

Implement Audit Committee recommendations for financial reporting
• Consistent financial accounting and adherence to Board policies
• Establish Board Capital Investment sub-committee to review all investments > $50k to ensure robust financial analysis 
• Prior Board approval required for all unbudgeted new expenditures 
• Full visibility and detailed monthly reporting of all expenditures 
• New ventures/initiatives/proposals/studies to be subject to Board review prior to any expenditure  

Accountability
• Ensure Board is committed to primary role of effective oversight, stewardship and governance 
• Clear delineation of responsibilities:
     - Board - strategy, policy and direction 
     - Staff – efficient delivery of services in line with Board policies and priorities
• Monitor and report on delivery of projects against schedule and budget
• Clearly demonstrate delivery of benefits and savings that investments are predicated on
• Where funds are collected for a specific purpose – e.g. effluent pipeline – they must be kept separate, not used for other purposes

Value
• Ensure expenditures and capital investments are targeted to provide services and facilities to benefit residents 
• Identification of continuous improvement opportunities
• Provide clearly defined delivery and benefits objectives for all proposed expenditures 
• Adoption of competitive bidding process for all expenditures >$10,000
